All repairs for service pipes and laterals from the waterworks system (water mains/corporation) to the stop box shall be made at the sole expense of the owner of the property to be served or the applicant for the service. All repairs and excavations from the stop box to the property being served shall be made at the sole expense of the owner of the property to be served or the applicant for the service. The proposed repairs shall be approved by the superintendent of water or his designee who may require the replacement of all or a portion of such service. All owners and/or occupants shall, at their own expense, keep their water service pipe from the point of connection with the stop box to their premises, and all other apparatus, such as meters, including any meters located in outside meter pits, in good repair and properly protected from frost and other dangers.
