The applicant shall be responsible for and shall make all necessary arrangements for any utility service that may be necessary or desirable, such as, but not limited to, electricity, lighting, sound, telephone, water, sewer, portable toilets, etc. The city shall not be made liable for any charges, costs or expenses in connection therewith.
