8-8-5: REVIEW OF APPLICATION; MODIFICATIONS; APPROVAL OR DENIAL OF PERMIT; APPEALS:
   A.   Review Of Application: Once a fully complete application has been filed, a copy thereof will be submitted to each city department which may be affected for review and analysis. The applicant will then be contacted by the city clerk or the appropriate city department, which will coordinate the city's response to the proposed special event with the results of such review and analysis. This shall include, but not be limited to, an estimate of all costs that will be incurred by the city in any way connected or related to the proposed special event, such as (but not limited to) for manpower, services, equipment, and the like.
   B.   Modifications: The applicant may modify, add to, or delete from its application as he may wish following such response from the city. The applicant shall promptly notify the city clerk in writing when he has completed any changes in his application and the application is in the final form that applicant desires.
   C.   Review Of Application; Recommendations To Mayor: The application in such final form shall then be reviewed by the appropriate city departments. Such departments shall then make their final recommendations to the mayor with respect to the application in its final form.
   D.   Approval Or Denial: The mayor shall then either approve or deny the application for the special event. The city clerk shall promptly thereafter notify the applicant, either by issuance of a permit pursuant to this chapter or by notice of denial.
   E.   Contents And Conditions Of Permit:
      1.   Any permit issued hereunder shall have all of the pertinent information from the application made a part of the conditions and requirements of the permit. The permit may be issued with any other or additional conditions as the city may deem reasonable or necessary.
      2.   The permit shall be issued subject to the duty and obligation of the applicant to maintain all information therein current with the city clerk, including, but not limited to, address, telephone number, name of responsible individual, etc.
   F.   Appeals: Any person aggrieved by a denial hereunder may appeal the same to the city council. Such appeal shall be made in writing and shall be promptly filed with the city clerk.
   G.   Posting Permit: A clearly legible copy of the city permit shall be immediately available for display by all responsible persons during the special event. (Ord. 95-O-11, 5-2-1995)
