8-8-1: DEFINITION:
The term "special event", as used in this chapter, shall include the following:
   A.   Any organized formation, procession, parade, or assembly of persons, animals, vehicles, or any combination of one or more of the same, which will travel together or with a common purpose upon any public street, road, highway, alley, sidewalk, parking lot or other public way, and which will likely:
      1.   Not comply with normal and usual traffic regulations or controls; or
      2.   Present an unusual obstruction to the normal and ordinary use of or passage of pedestrians and/or vehicles upon any part of such a public way; or
      3.   Would require the reservation or substantial use of any city parks or public ways; or
      4.   Would conflict with other events for which permits have been issued; or
   B.   Any organized assemblage of more than fifty (50) persons which will gather in any park or other public place for a common purpose or under the direction or control of one or more responsible persons, agencies or other entities; or
   C.   Any other organized activity or set of activities conducted by one or more individuals, groups or other entities, for a common or collective use or benefit, and which:
      1.   Will involve the use of any public building, park, way, or other public facility or any part thereof; or
      2.   May reasonably be expected to involve the provision of city services ancillary thereto; or
      3.   May reasonably be expected to have a direct effect upon public property, use of or traffic flow upon any public sidewalk, street or other public way or any part thereof, or public health or safety within any part of the city; or
      4.   May reasonably be expected to have a direct effect upon or cause a substantial use of any public property including parks or public ways. (Ord. 95-O-11, 5-2-1995)
