The mayor, with the approval of the city council, shall appoint a board of library directors consisting of nine (9) directors chosen from city residents with reference to their fitness for such office. The board of library directors shall carry out the spirit and intent of this chapter in establishing and maintaining in the city a public library and shall have all the powers and duties as by law made and provided.
