8-5-11: RULES AND REGULATIONS:
   A.   The following rules and regulations shall apply to every person in and upon the public parks of the city.
   B.   It shall be unlawful for any person to violate any of the following rules and regulations:
      1.   No person shall bring into, possess or consume in a public park any alcoholic beverages.
      2.   No person shall bring into or possess any glass product upon the premises of any public park.
      3.   No person shall allow the entry of a dog or cat, or other domestic animal into any portion of a public park, unless that animal is leashed and controlled by an individual.
      4.   No person shall allow the entry of an agricultural or wild animal into any portion of a public park.
      5.   No person shall camp or use any structures or vehicles for camping purposes upon any portion of any public park, without obtaining a valid permit issued from the city manager's office.
      6.   No person shall wilfully mark, deface, disfigure, dig, injure, displace or remove any building, structure, equipment, property, natural resource or wildlife.
      7.   No person shall drive or park any vehicle, as defined by the Illinois vehicle code 1 , on any area within a public park except upon paved roads or parking area specifically designated for such purpose.
      8.   No person shall erect any structure, tent or shelter of any kind without obtaining a valid permit issued from the city manager's office.
      9.   No person shall gamble or participate in a game of chance upon the premises of any public park.
      10.   No person shall hunt or trap wildlife at any time upon the premises of any public park.
      11.   No person shall build, maintain, or start a fire of any kind upon the premises of a city park. This includes, but is not limited to, a campfire, barbecue, stove, oven, gas flame, or any other open flame of any kind.
      12.   No person shall bring into or possess any weapons as defined by the Illinois criminal code of 1961 2 or any fireworks or explosives as defined by the pyrotechnic use act 3 upon the premises of any public park.
      13.   No person shall pollute the air or water nor shall any person litter in any public park.
      14.   Every person must place all refuse and garbage in designated waste receptacles. If no such waste receptacles are readily available, such refuse and garbage shall be removed from the park and properly disposed of.
      15.   No person shall, without a permit and/or license, offer for sale any article or thing, nor shall any person solicit contributions for any purpose upon the premises of any public park.
      16.   No person shall use, install, or erect any radios, tape machines, CD/MP3 players, and amplification system in any public park without obtaining a valid permit issued from the city manager's office.
      17.   No person shall act in such a manner as to interfere with another person or persons' proper use of any park or recreational facility.
      18.   No person shall engage in any activity prohibited by any federal, state or city of Highwood ordinance in any portion of any public park. (Ord. 2009-O-43, 11-17-2009)
