7-5-17: PARKING FOR PERSONS WITH DISABILITIES:
   A.   A "handicapped person", for the purposes of this section, shall be any person defined as "a person with disabilities" pursuant to the Illinois vehicle code, 625 Illinois Compiled Statutes 5/1-159.1, and whose vehicle displays handicapped license plates issued by the state of Illinois or who has obtained a sticker, placard, or the like from the state of Illinois to be issued to handicapped persons, and displays same on said vehicle.
   B.   It shall be unlawful for the driver of a vehicle to park a vehicle or to leave a vehicle unattended in any area designated by the owner thereof or the corporate authorities as "handicapped parking", unless either the driver or a passenger in the vehicle is a handicapped person or a disabled veteran. Both the owner of the property, or the corporate authority in the case of property located in areas owned or controlled by the city, including, but not limited to, public rights of way or municipal parking areas, may designate "handicapped parking" by appropriate signage and/or pavement markings.
   C.   Any property owner reserving a portion of a parking area for handicapped parking is deemed to have granted the city the right to enforce this parking restriction. (Ord. 99-O-65, 10-5-1999)
