No owner or occupant of any real property in the city shall permit, allow, or maintain any vegetation, weed, or bush upon such real property, if said vegetation, weed, or bush obscures or interferes with the ability of any motorist to view the movement of any other vehicular traffic upon the highway, or interferes with the ability of any motorist to view any traffic control device.
