5-8-15: MANAGER'S AUTHORITY AND DUTIES; RULES AND APPEALS:
The manager shall be charged with the administration of the provisions of this chapter. He shall have authority to make rules and regulations relating to the administration of the provisions of this chapter in addition to any other powers herein conferred upon him, provided that such rules and regulations are not contrary to the provisions hereof.
