It shall be unlawful to permit the accumulation of liquids or the residue thereof, solids or a combination of such material on the bottom or sides of containers used for solid waste, organics, and recyclables at commercial establishments, it being the intention of this provision that the interior and exterior of containers for commercial establishments shall be kept clean by thoroughly rinsing and draining as often as necessary.
