A. Residential Establishments: The fee for collection and disposal of residential solid waste and organics from residential establishments shall be fixed by contract between the city and contractor. The contractor or the city shall be solely responsible for collection of fees for service directly from the owner, occupant or other responsible person in the manner set forth in the contract between the city and contractor, including, but not limited to:
1. City: The city may collect the charges by billing the residential property owners on a monthly basis or periodic basis. The city may place the appropriate charge on the monthly or bimonthly utility statements sent to the property owners or may use separate billing statements.
2. Contractor: The authorized contractor shall be responsible for billing the residential and commercial customers in accordance with the agreement.
B. Commercial, Institutional And Municipal Establishments: Fees for collection from other than residential establishments shall be set by contract between the city and the chosen contractor and shall be paid directly to the person making such collection. (Ord. 15-O-51, 9-24-2015)
