From the time of placement of recyclable materials at the curb or similar area for collection in accordance with this chapter, those materials shall become the property of the city and the contractor. It shall be a violation of this chapter for any person not authorized by the city to collect or pick up or cause to be collected or picked up any such recyclable material. Any and each such collection in violation of this chapter from one or more locations shall constitute a separate and distinct offense punishable as hereinafter provided. (Ord. 15-O-51, 9-24-2015)
