The purpose of this chapter is to protect the health, safety and welfare of the residents of the city of Highwood by regulating the collection, storage, transportation, removal, recycling, dumping, depositing and disposal of solid waste materials generated or located within the city by:
A. Instituting a comprehensive residential solid waste management program.
B. Establishing a mandatory recycling, organics, and garbage collection program. (Ord. 15-O-51, 9-24-2015)
