Any person, firm or corporation desiring to engage in the business of secondhand dealer shall apply for registration to the Highwood city clerk. Upon the filing of such application in proper form and the payment of the registration fee, the chief electrical inspector or city clerk shall register the applicant as a secondhand dealer and shall issue to the applicant a certificate of registration which will authorize the applicant to engage in such business for the year in which it is issued.
