All licenses shall be valid for a period not exceeding one year. Every license shall expire on January 31 following the date of its issue, unless otherwise provided by this code. The city manager shall endeavor to notify each licensee of the impending expiration of that licensees' license, which notice shall be provided at least three (3) weeks prior to the date of expiration of the license; provided, however, that under no circumstances shall the failure of the city manager to make any such notification or of the licensee to receive any such notification excuse the licensee from the obligation to seek renewal of its license. Nor shall any such failure create any right in the licensee to the continuation or reissuance of any license.
