The foregoing licensing and registration requirements are not applicable to any business which is specifically and expressly preempted from local regulation and control by state or federal law. However, when a business which is preempted from local control is operated as a portion of a commercial establishment which also engages in business activities which are not so preempted, the registration fee shall apply to the entire commercial establishment.
