4-19-1: PURPOSE; JURISDICTION:
   A.   Because each commercial establishment located in the city or doing business in the city is a basic part of and affects the physical and economic well being of the city, these commercial establishments shall in all respects be in full compliance with the provisions of this chapter. This chapter is designed to provide for the means whereby the city may render the necessary inspections and services to commercial establishments and commercial areas in order to promote, protect, and safeguard the public health, safety, and welfare of the citizens of the city, monitor economic development and enable the maintenance of accurate records of commercial establishments located and carrying on commercial activities or commerce within the city.
   B.   The commercial establishments so registered may or may not have their principal place of business located within the city.
   C.   The business license fees provided for herein are not intended to license any business or profession that is not subject to the city's licensing authority nor are they to be construed as an endorsement of the competency or skill of any individual, company, corporation or other entity.
