4-3-13: GENERAL RULES AND REGULATIONS:
Any person, partnership, firm, or corporation, or employee of same, shall be subject to the following rules and regulations:
   A.   No amusement device, vending device, or musical device shall be placed in any required exit path of travel.
   B.   An adult manager shall be required to be present on the premises of each premises possessing an arcade license.
   C.   It shall be unlawful for any licensee or its employee to permit gambling on any premises.
   D.   Any licensee or employee who observes any gambling on the premises, or who has any reasonable grounds to suspect that gambling is taking place, shall immediately cause the removal from the premises of such persons as are involved in the gambling activity.
   E.   It shall be unlawful for any licensee or employee to allow a degree of noise to develop which would cause a disturbance to the adjacent or surrounding uses such that normal use of said adjacent or surrounding uses would be damaged or unreasonably disturbed.
   F.   It shall be unlawful for any licensee or employee to permit any individual under the influence of alcohol or drugs to remain on the premises. Any licensee or attendant who observes any individual on the premises to be under the influence of alcohol or drugs or who reasonably suspects such individual to be under the influence shall immediately cause removal of said individual from the premises.
   G.   Any licensee or employee thereof shall have the affirmative duty to report to the police department any or all incidents or reports of any disorderly conduct or disturbance of the peace as defined and regulated by the laws of the state of Illinois or the ordinances of the city, and which takes place within the licensed premises or within two hundred feet (200') from the entrance. This includes incidents either observed by or reported to the licensee or any employee thereof. Failure to report any incident shall be deemed sufficient cause to revoke all licenses issued hereunder.
   H.   All licensees shall:
      1.   Keep their premises in a clean and sanitary condition.
      2.   Provide adequate waste receptacles.
      3.   Provide adequate and orderly parking for bicycles and motor vehicles.
      4.   Ensure that all sidewalks and/or walkways outside the premises are clear, unobstructed and open to pedestrian traffic.
      5.   Open and operate the premises only during hours which are permitted.
      6.   Maintain and keep all machines in good repair and operating condition.
      7.   In the event of a malfunction of a device, furnish a refund to the device user.
   I.   As to any premises for which an arcade license has been issued, there shall be no sale or consumption of alcoholic liquor allowed by the licensee, or any employee thereof, within the premises.
   J.   As to any premises for which an arcade license has been granted, no ingress or egress to the premises shall be allowed directly from any establishment which holds any type of liquor license issued by the city. (Ord. 2000-O-49, 8-15-2000)
