4-3-1: DEFINITIONS:
AMUSEMENT DEVICE: Any electronic or mechanical device which, upon the insertion of a coin, token or slug, operates or may be operated as a game or contest of skill or amusement of any kind or description, and shall include, but not be limited to:
   A.   Any device which, in its operation, shoots or propels an electrical light, ray or impulse from a device operated by the player to a target which contains a receiving photoelectric cell.
   B.   Any mechanical bowling or shuffleboard device which is designed to be played for amusement and which, in operation, delivers to the player one or more balls or other projectiles which must be rolled from or impelled by the hand of the player or by a mechanical device into a cup or receptacle or over scoring devices.
   C.   Any video booth or video game, being a game using electronic or computer technology and a type of video display.
   D.   Pinball machines or marble machines.
BOWLING ALLEY PREMISES: A premises at which bowling is made available to the public, and contains no less than ten (10) bowling lanes with automatic pin setting devices permitting the public to participate in the sport of bowling.
CITY: The city of Highwood.
COUNCIL, MAYOR AND CLERK: Shall mean, respectively, the city council, mayor and city clerk of the city.
GAMBLING DEVICE: Any incidental mechanical grab devices and all other types of games or devices which simulate games of chance and/or card games. "Gambling devices" shall also include any mechanism that has been judicially determined to be a "gambling device" in any way contrary to law, or that may be contrary to any future laws of the state of Illinois.
MUSICAL DEVICE: Any machine vending to the public recorded music or a period of radio or television entertainment upon the insertion of a coin, token or slug.
OPERATOR: Any person, partnership, firm, corporation, or association who owns or who leases any device or public pool or billiard table or who places same within the premises of another, or who is responsible for the maintenance or repair of same.
PUBLIC POOL OR BILLIARD TABLE: Such a table of any conventional type, with or without bumpers, located in any place of public entertainment or accommodation, or any location licensed to serve or sell alcoholic beverages. This definition shall include, but not be limited to, "bumper pool" tables.
VENDING DEVICE: Any machine vending cigarettes, cigars or other products containing tobacco, or any beverage, candy, food product, or any items of personal property, whatsoever, upon the insertion of a coin, token or slug. (Ord. 2000-O-49, 8-15-2000; amd. 2009 Code)
