(a)   There is hereby established the position of Community Center Coordinator, such person to be appointed by the Mayor and confirmed by a majority of the members of Council, to serve at the pleasure of the Mayor, and who shall be compensated at a rate to be determined from time to time as determined by Council. The Community Center Coordinator shall be under the general supervision and control of the Park and Recreation Commission and shall make periodic reports to the Commission.
   (b)   The Community Center Coordinator shall be responsible for operation of and scheduling of events for the Community Center Building.
   (c)   Subject to approval by the Park and Recreation Commission, the Community Center Coordinator shall also promulgate rules and regulations for the operation of the facility and shall post and make same available to anyone upon request. (
