145.05 POWERS OF COMMITTEE.
   The Highland Heights Home Days Committee shall exercise the following powers:
   (a)    To select the date of the annual Highland Heights Home Days celebration.
   (b)    To select the site of such celebration.
   (c)    To arrange for amusements, to be made available to the public at such celebration.
   (d)    To allocate the physical space available at the celebration site for such purposes as the Committee may deem appropriate.
   (e)    To arrange for the location of booths, exhibits, refreshment stands, retail sale outlets, and the like to be used and occupied as a part of such celebration by individuals and organizations, private, public and civic, and to enter into agreements with the users or occupiers of such facilities for the payment of such consideration, if any, as the Committee may deem appropriate for such use and occupancy. The use and occupation of the particular facilities of baseball diamonds, swimming pools, and tennis courts are subject to approval by the Park and Recreation Commission.
   (f)    To expend such funds as may be appropriated by Council to the use of the Committee, in order to promote the Highland Heights Home Days celebration and in order to conduct such activities and provide such public amusements as the Committee may deem proper.
   (g)    To enter into contracts and agreements, of every nature and description, as may be necessary and proper in that the Committee may not bind or obligate itself, its members, the City or the Council to the payment of any sum of money above and beyond the sums previously appropriated by Council to the use of the Committee.
