143.01 CREATION; MEMBERS; COMPENSATION; BOND.
   (a)    There is hereby created the Boxing Commission of the City. The Commission shall consist of three members who shall be appointed by the Mayor, subject to confirmation by a majority of the members elected to Council and who shall serve at the pleasure of the Mayor subject to the same approval by Council. To be eligible for appointment a person shall be a qualified elector of the State of Ohio, shall have been a resident of the State for not less than five years immediately preceding his appointment and shall be knowledgeable in boxing. The Mayor shall designate one member as Chairman of the Commission. Two members shall constitute a quorum and the affirmative vote of two members shall be necessary for any action taken by the Commission. No vacancy on the Commission shall impair the authority of the remaining members to exercise all powers of the Commission.
   (b)    Each member of the Commission shall be compensated at the rate of one hundred fifty dollars ($150.00) per fight card, plus reimbursement for actual expenses, which actual expenses for the entire Commission shall not exceed fifty dollars ($50.00) per event. The Commission may retain the services of a secretary who shall be compensated at the same rate as the Commission members. The Finance Director is hereby authorized to make such payments from the funds accredited to the Commission within the General Fund. 
   (c)   Each member of the Commission, before entering upon his duties, shall file a surety bond payable to the City in the sum of one thousand dollars ($1,000). Each surety bond shall be conditioned upon the faithful performance of the duties of the Commission, executed by a surety company authorized to transact business in the State of Ohio and shall be filed with the Finance Director. The bond shall specify that it guarantees the faithful performance of the person named both as a member of the Commission and, if appointed, then in the capacity of Inspector as set forth in Section 143.22.
