151.16 EDUCATION PAY.
   (a)    Any full-time employee who has received a training certificate attesting to the satisfactory completion of all courses offered toward an associate degree in the same field in which they serve the Municipality shall receive an additional annual bonus in the amount of $429.00 or $0.21 per hour in 2022 (which represents the annual bonus of $429.00 divided by 2080 hours), $439.73 or $0.21 per hour in 2023 (which reflects the annual bonus of $439.73 divided by 2,080 hours) and $450.72 or $0.22 per hour in 2024 (which reflects the annual bonus of $450.72 divided by 2,080 hours).
   (b)    Any full-time employee who has received an associated degree in the same field in which they serve the Municipality shall receive additional pay in the amount of $829.41 or $0.40 per hour for 2022 (which reflects the annual bonus of $829.41 divided by 2,080 hours), $850.14 or $0.41 per hour for 2023 (which reflects the annual bonus of $850.14 divided by 2,080 hours) and $871.40 or $0.42 per hour for 2024 (which reflects the annual bonus of $871.40 divided by 2,080 hours).
   (c)    Any full-time employee who has received a bachelor's degree in the same field in which they serve the Municipality shall receive additional pay in the amount of $1,658.80 or $0.80 per hour for 2022 (which reflects the annual bonus of $1,658.80 divided by 2,080 hours), $1,700.27 or $0.82 per hour for 2023 (which reflects the annual bonus of $1,700.27 divided by 2,080 hours), and $1,742.78 or $0.84 per hour for 2024 (which reflects the annual bonus of $1,742.78 divided by 2,080 hours).
   (d)    Payment pursuant to subsections (a), (b), and (c) hereof shall be the gross amount due the employee divided by 2080 hours and paid hourly in the employee's bi-weekly pay as to the number of hours of pay due to the employee after the Department of Finance has been properly notified of the approval by the appropriate department head, or by the Mayor in the case of a department head. Such payment shall not be cumulative in that an employee is entitled to receive payment for any one of the payments authorized under Subsections (a), (b), and (c) hereof, but shall not be entitled to stack certificates or degrees so as to receive payment for a combination of any two or more of the aforementioned subsections.
   (e)    All full-time employees shall be eligible for the reimbursement of tuition costs resulting from the employee taking courses from an accredited institution of higher learning provided that:
      (1)   They are reasonably related to the employee's employment with the City;
      (2)   The taking of the course has been approved in advance by the department head and the Mayor, or by the Mayor in the case of a department head.
      (3)   The employee obtains a grade of "C" or better; and
      (4)   The grade received and receipt for the tuition are submitted to the Director of Finance.
      (5)   Any employee who leaves the employ of the City within two (2) years after reimbursement of tuition costs, shall reimburse the City for said tuition costs.      
      (6)   The amount of tuition to be paid by the City shall be limited to the amount of the then current per credit hour cost charged by the institution the employee attends not to exceed the rate charged by Cleveland State University.
   (f)    Any full-time employee of the police and fire department who receives the E.M.T. Certificate shall receive an additional, $0.70 per hour for 2022 (which reflects an annual bonus of $1,448.48 divided by 2,080 hours), $0.71 per hour for 2023 (which reflects an annual bonus of $1,484.69 divided by 2,080 hours), $0.73 per hour for 2024 (which reflects an annual bonus of $1,521.81 divided by 2,080 hours).
   (g)    Any sworn, non-civilian, full-time employee of the Police or Fire Department who passes the physical fitness test with a composite score at the fifty (50) percentage level or above will receive an annual bonus payment. Testing standards will be consistent with the Cooper's single standard general population norms. The score will be determined by averaging the percentile ranking on each event. It will not be necessary to pass each event at the fifty (50) percentage level Any sworn employee who passes the physical fitness test with a composite score at the fifty (50) percentage level or above and scores at the fifty (50) percentile level or above on each event will receive an increased bonus payment.
   Such test shall consist of the following six events for members of the Police Department:
 
1.5 Mile Run/Walk
Sit-ups
Bench Press I - Repetition Maximum
Push ups
Vertical Jump
300 Meter Run
 
   Such test shall consist of the following (5) events for members of the Fire Department:
 
1.5 Mile Run/Walk
Sit-ups
Bench Press 1 - Repetition Maximum
Push-ups
Leg Press
   NOTE: Any sworn, non-civilian, full-time employee of the Police or Fire Department under forty (40) years of age shall have the option to run one (1) mile in nine (9) minutes or less in lieu of the one and one half (1.5) mile run. Those over forty (40) years of age shall have the option to run (1) mile in ten (10) minutes or less in lieu of the one and one-half (1.5) mile run.
   The benefit payment shall be paid during the first pay period in November in accordance with the following schedule:

   Any sworn non-civilian, part-time employee of the Police Department who passes the physical fitness test with a composite score at the fifty (50) percentage level or above will receive an annual bonus payment equal to fifty percent (50%) of the amount paid to sworn full-time personnel. Any sworn non-civilian, part-time employee of the police department who passes the physical fitness test with a composite score at the fifty (50) percentage level ORD. or above and scores at the fifty (50) percentile level or above on each event will receive an increased bonus payment equal to fifty percent (50%) of the amount paid to sworn full-time personnel.
   (h)    Any sworn police officer who has an Ohio State Firearms certification will receive annually additional pay in the amount of $2,860.05 or $1.38 per hour (which reflects the annual bonus of $2,860.05 divided by 2080 hours) in 2022, and $2,931.55 or $1.41 per hour in 2023 (which reflects the annual bonus of $2,931.55 divided by 2080 hours), and $3,004.84 or $1.44 in 2024 (which reflects the annual bonus of $3,004.84 divided by 2,080 hours).
   (i)    Any employee required to have and with both Law Enforcement Automated Data Systems (LEADS) and Emergency Medical Dispatch (EMD) certification shall receive additional pay in the amount of one dollar and twenty cents ($1.20) per hour effective January 1, 2022; one dollar and twenty-three cents ($1.23) effective January 1, 2023; and one dollar twenty-six cents ($ 1.26) effective July 1, 2024.
   (j)   All full-time employees of the fire and police department's who have completed twenty-four (24) hours of in-service training as defined in their respective department’s collective bargaining agreements, within a calendar year, are eligible for a bonus. Based on the terms of their respective collective bargaining agreements. The bonus is paid as part of the employee's hourly rate in the year succeeding the training.
   (k)    Any employee of the fire department who obtains and maintains paramedic certification shall receive additional pay in the amount of $1.18 per hour (which reflects an annual bonus of $2,860.05 divided by 2080 hours) in 2022; $1.41 per hour (which reflects and annual bonus of $2,931.55 divided by 2080 hours) in 2023; and $1.44 per hour (which reflects an annual bonus of $1,004.84 divided by 2080 hours) in 2024.
   (1)   Any part-time dispatcher who has completed an approved course and performs matron duty shall receive an additional twenty-five dollars ($25.00) per incident in addition to their regular wages.
   (m)    (1)   Full time employees of the Service Department who are required to, and who maintain a commercial driver's license (CDL) shall be entitled to a bonus of nine hundred dollars ($900.00) effective January 1, 2022. The full amount shall be paid in the first paycheck in December each year. In order to qualify for the bonus, the employee must provide the City with evidence that they hold and maintain a CDL in good standing. The City may require the employee to authorize a background check of the employee's motor vehicle driving record.
      (2)    In addition to the bonus, the City shall reimburse full time Service Department employees required to maintain a CDL for the renewal cost of their license. Reimbursement shall be limited to the actual renewal fee charged by the State of Ohio.
