1309.07 CONSTRUCTION, CARE AND TREATMENT OF SEWAGE TREATMENT AND DISPOSAL PLANTS AND SEPTIC TANKS.
   (a)    Construction and Alteration of Plant. No person shall construct or alter an individual sewage treatment or disposal plant or septic tank within the corporate limits of the City without first obtaining the written approval of the Cuyahoga County District Board of Health.
   (b)    Operations of Tanks. No person, firm or corporation shall operate any individual sewage treatment or disposal plant or septic tank within the corporate limits of the City in violation of any of the rules or regulations of the Cuyahoga County District Board of Health, as the same now exists or may be amended from time to time.
   (c)    Cleaning of Tanks. Every septic tank shall be cleaned as often as necessary to ensure proper operation, in accordance with criteria and standards promulgated from time to time by the Cuyahoga County District Board of Health and other authorities having jurisdiction. Any such tank which discharges settleable solids shall be cleaned immediately upon such condition arising. Upon notice in writing from the Cuyahoga County District Board of Health or the City Building Commissioner and Service Director of the existence of such condition, the owner or occupant of the premises shall cause the tank to be cleaned within fifteen days thereafter. Upon the completion of the cleaning of any tank, the person performing such service shall notify the Building Commissioner and Service Director of the date of the cleaning, the location thereof and the condition of such tank. Cleaning shall be done only by scavengers under permit of the Cuyahoga County District Board of Health and the effluent removed shall be disposed of only at a site approved by the Cuyahoga County District Board of Health.
