913.14 NONCOMPLIANCE; COUNCIL MAY AUTHORIZE WORK; RECOVERY OF COSTS.
   If an owner who is granted a building permit fails to comply with Section 913.12 or any order made pursuant to it within sixty days after construction is begun, or if an owner is notified by the Service Director and fails to comply with Section 913.12, or any order made pursuant thereto within thirty days after such notice or order, then Council may by resolution order the culvert constructed or reconstructed by the Municipality. Council may either assess the cost thereof over a period of not more than two years against the property to which the driveway extension leads or it may direct the Director of Law to bring an action against the owner of such property in any court of competent jurisdiction to recover such costs.
