381.02 TAKE-OFF AND LANDING PROHIBITED; PERMIT REQUIRED.

   (a)    No person shall take-off or land a helicopter anywhere within the City except as

follows:

      (1)    In conjunction with a special event, such as an athletic contest, a holiday celebration, parade or similar activity after a permit has first been obtained from the City as provided in this chapter;

      (2)    When necessary for law enforcement or other public safety purposes;

      (3)    When necessary for aircraft, medical or municipal emergencies; or

      (4)    Emergencies resulting from mechanical failures, fuel shortage or pilot error in the operation of the helicopter.

   (b)    The permit required in subsection (a)(1) hereof shall be issued by the Chief of Police subject to the provisions of Section 381.04.
