The Director of the Department of Senior Services shall be responsible for the following duties and responsibilities:
(a) Be responsible for the development, adoption and implementation of all policies and rules governing the operation of the senior center and its services, provided that these do not conflict with the provisions herein stated;
(b) Evaluate, initiate and coordinate all Village programs, services and activities for elderly persons;
(c) Determine the needs of elderly people and actively pursue the fulfillment and satisfaction of those needs by responsible levels of government within the community;
(d) Determine that services and facilities provided, operated, contracted for or supported by the Village of Highland Hills for elderly citizens are being operated in conformity with the rules and regulations established by the Village of Highland Hills;
(e) Disseminate information concerning elderly people, and establish and maintain a central clearinghouse of information at all levels of government that would be of interest or benefit to elderly people;
(f) Preside over all meetings, including those of the advisory Council provided for in Section 147.03 hereof. The Director of aid to senior citizens shall schedule and preside at a general meeting open to the general public not less than once a month. Said meeting shall be for the purpose of discussing the activities, programs, requirements and needs of the center and elderly people;
(g) Encourage, promote and aid in the establishment of programs and services on a local level for the betterment of the living conditions of elderly people by making it possible for them to enjoy and participate in family and community life;
