305.06 CONSTRUCTION AND LANE CLOSURES; PERMIT REQUIRED.
   (a)   Whenever it becomes necessary to close any lane(s) of travel of a street or highway that is in the process of repair or is under construction, or the lane is being closed for the purpose of installing or repairing a utility or for any other reason, the contractor or construction company performing the service shall:
      (1)   Be registered with the Village in accordance with Chapter 1329;
      (2)   Shall submit all necessary plans for review and approval by the Chief Building Official (CBO) and Village Engineer pursuant to Chapter 1309; and
      (3)   Shall obtain a permit from the CBO or Village Engineer to proceed with construction pursuant to Chapter 1309.
   (b)   Basic criteria for approval or any street, highway or lane closings are based on the following:
      (1)   Must be approved by the Chief of Police or his/her designee.
      (2)   Proper and timely notice of altered traffic patterns will be given to all emergency responders using the road way (Police, Fire, EMS).
      (3)   In the event that construction will take place during normal business hours, all contractors shall arrange to provide for properly trained person(s) to direct and control traffic in the area. The Village generally prefers that the contractor hire a Village Police Officer to maintain order and safety when altered traffic patterns are to be deployed for any roadway projects.
      (4)   The Police Chief or his/her designee shall have discretion to require a marked Police vehicle with emergency lights and shall determine the number of officers or persons needed to direct traffic based on the job.
      (5)   Contractors will give 72 hours notice to the Police Chief prior to construction except in the case of an emergency.
   (c)   Contractor will notify the Chief of Police and Chief Building Official immediately prior to beginning construction.
   (d)   Failure to abide by the above shall result in authorization to the Chief of Police to shut down the project for safety reasons until compliance is obtained.
