1311.02 CONDITIONAL OCCUPANCY PERMITS.
   (a) The Chief Building Official may issue a conditional occupancy permit for the house or structure, if the weather conditions then existing prevent completion of one or more of the requirements outlined in Section 1311.01. However, the corporation, partnership, association or persons constructing the house or structure shall agree in writing that the work not completed will be completed by a date determined by the Chief Building Official as set forth in the agreement and in the conditional occupancy permit. If the work is not completed by the date set forth, then the conditional occupancy permit shall be considered to have been revoked as of the date on which it was issued, and the corporation, partnership, association or persons constructing the house or structure shall be considered to be in violation of this section from the first day on which the house or structure was occupied.
   (b) For the Chief Building Official to issue a conditional occupancy permit, he must first determine that the existing weather conditions prevent completion of the work required in Section 1311.01, and that occupancy of the house or structure will not in any fashion be detrimental to the public health, safety or welfare, nor will it create problems relative to sanitary or storm sewage, nor will the lives or health of any persons occupying the house or structure be placed in jeopardy by occupancy.
