115.04 DUTIES OF DIRECTOR OF OFFICE OF EQUAL OPPORTUNITY.
   (a)   In addition to those duties specified elsewhere in the Codified Ordinances of the Village, the Director, through the Administrator and such other employees as are necessary, shall implement and enforce this Code in accordance with his duties hereunder. The Director's duties shall include, but not be limited to:
      (1)   Reviewing all submittals and other information required by this Code to determine whether particular contractors have been certified or are certifiable.
         A.   With respect to the Code's employment goals established pursuant to Subsections 115.06(b)(1) and (2);
         B.   As a minority business enterprise or a female business enterprise; or
         C.   As a bona fide joint venture.
      (2)   Reviewing all information supplied under this Code and notifying the affected contracting department that the certificates of particular contractors are or are not in full force and effect with respect to the matters for which the same were issued.
      (3)   Implementing the hearing procedures provided in Section 115.10 and 115.11.
      (4)   Monitoring the general performance, workforce, and subcontracting practices of contractors to ensure continued compliance with this Code; and
      (5)   Investigating complaints pertaining to noncompliance with this code and recommending to the Village's departments sanctions, including the institution of civil and criminal legal actions, for non-compliance with the applicable provisions of this Code.
