115.10 HEARING PROCEDURE.
   If the contractor files a timely objection as provided in Subsection 115.09(e), to a written finding by the Director, the Director shall appoint an impartial hearing officer to hold a hearing on the matter of the objection. The hearing shall be held not less than ten days nor more than 20 days from the filing, unless otherwise mutually agreed to by the contractor and the Director. Notice of the date, time and place for the hearing shall be sent by certified mail to all interested parties by the Director. Counsel for the Director or contractor hereby are empowered to issue subpoenas for the presentation of evidence. The contractor shall have the right to record the proceedings of the hearings at the sole expense of the contractor.
