It shall be unlawful for any person owning or driving a vehicle hauling solid waste to cause the collection, transportation or transfer of such waste other than between the hours of 5 o'clock A.M. and 7 o'clock P.M. within the Village of Highland Hills. No collection, transportation or transfer of garbage or rubbish shall occur on Saturdays after 4 o'clock P.M. or at any time on Sundays or legal holidays described in Section 917.04. Applications for exceptions to this provision may be made to the Director on a form provided by the Director. Such exceptions shall be granted only where the applicant is able to demonstrate circumstances of great practical difficulty in collection and transportation of garbage and/or rubbish in the areas where there is heavy daytime vehicular and pedestrian traffic and a concentration of commercial activity.
It shall be unlawful for any householder or other person in the Village of Highland Hills to throw or deposit any garbage, rubbish or waste matter or to cause the same to be thrown or deposited upon any street, way, lane or other public place or upon any vacant lot or in any place where rats, mice, dogs, cats, birds, fowl, or other living things or creatures can feed thereon.
