909.04 CONSTRUCTION REQUIREMENTS.
   Sidewalks shall be installed, repaired or replaced according to the following conditions and specifications:
   (a)   All sidewalks shall be constructed of concrete.
   (b)   Sidewalk grades shall be established by the Village.
   (c)   All sidewalk areas are to be inspected by the Village Building and Zoning Inspector prior to their being poured with new concrete.
   (d)   Areas along sidewalks shall be filled so that no void will be more than one and one-half inches deep.
   (e)   If a block or square of sidewalk needs to be replaced, the area to be replaced shall be cut and squared. Proper gravel fill shall be used and concrete shall be poured properly.
   (f)   If one or two blocks are tilted, cuts shall be made, the blocks lifted, the gravel retamped and leveled and the blocks replaced.
   (g)   If one end of a block is raised just slightly, slight grinding or leveling shall be permitted to reduce any obstruction.
   (h)   Filler cement shall not be permitted to level an obstruction.
   (i)   All sidewalks shall be maintained free of obstructions and debris, such as weeds, sticks, tufts of grass, and snow and ice as provided for in Section 521.06 of the General Offenses Code.
   (j)   Sidewalk widths on newly constructed sidewalks shall be a minimum of forty-eight inches. For replacement sidewalks, widths shall normally be forty-eight inches, but will conform to the width of adjacent sidewalks.
   (k)   Concrete in sidewalks shall be four inches thick, and in driveway crossings shall be either six or eight inches thick to correspond with the driveway thickness.
   (l)   Subgrades shall be shaped and uniformly compacted.
   (m)   Forms shall be of wood or metal, extend for the depth of the concrete and be of sufficient strength to resist the pressure of the concrete with springing.
   (n)   Subgrades shall be moistened thoroughly, immediately prior to placing concrete. The concrete shall be deposited in a single layer. It shall be struck off with a template and smoothed with a float to remove irregularities. No plastering will be permitted. All outside edges and joints shall be edged with a radius edging tool. The surface of the sidewalk shall be divided into equally spaced blocks at approximately five-foot intervals, to rectangular blocks. Expansion joint filler one-half of an inch thick shall be installed between the walk and any fixed structure, extending the full depth of the sidewalk. Expansion joint filler shall be one inch thick where sidewalks are installed against the back of curbs, which are on a 250-foot or smaller radius, such as at street intersections.
   (o)   The surface of a sidewalk shall be broomed to slightly roughen the surface. If the sidewalk is installed to replace broken sections, the surface texture shall match adjacent sidewalks.
   (p)   Sidewalks shall have a transverse slope of one-quarter of an inch per foot, with the low side adjacent to the roadway, unless the topography dictates sloping away from the roadway.
   (q)   The minimum sidewalk concrete mix design shall be as follows:
      1600#         stone
      1500#   sand      - Equals 1 cubic yard of concrete
      594#   cement      of 6 bag mix
