521.06 DUTY TO KEEP SIDEWALKS CLEAN AND IN REPAIR.
   (a)   Any person having possession of a lot or parcel of land in the corporate limits of the Village shall be responsible to keep the portion of the sidewalk adjacent to the lot or parcel clear and free from all accumulations of dirt, rubbish and debris.
   (b)   Any person having possession of a lot or parcel of land in the corporate limits of the Village shall clear the portion of the sidewalk adjacent to his or her lot or parcel of all accumulations of snow and ice within twenty-four hours after the cessation of a storm. If, for any reason, it shall be impossible to remove all the snow and ice which adheres to the sidewalk, the owner, occupant or person having charge of the adjacent lot or parcel shall cover the surface of the sidewalk or path with a coating of sand, ash or other substance as may be necessary to render travel safe and convenient.
   (c)   It shall be the duty of every owner of a lot or parcel of land situated within the corporate limits of the Village to repair and maintain free of hazard that portion of the sidewalk along the public street, alley or way adjacent to his or her lot or parcel.
   (d)   Any person who fails to comply with the provisions of this section shall be liable in damages to any person injured on any said walk not properly repaired and maintained. In addition, whoever violates any provision of this section is guilty of a minor misdemeanor.
