166.27   ZONING DISTRICT SIGN REGULATIONS.
   1.   Only signs as listed hereafter shall be permitted and are subject to the regulations set forth in the specific Zoning District as established and set forth in Chapter 165 of this Code of Ordinances.
   2.   District Regulations for A, R-1, R-3, R-5, and R-MH zoning districts.
      A.   General Regulations.
         (1)   A sign shall not be illuminated unless specifically exempted from this requirement.
         (2)   A sign may not be located in a required yard unless specifically exempted from this requirement.
      B.   Single Family Dwelling Uses. No permanent building signs or free standing signs are permitted except exempt signs allowed in Section 166.10.
      C.   Home Occupation Signs. No sign other than one unlighted sign not over two square feet in area shall be allowed. See Section 165.26 of the Hiawatha Unified Development Code.
      D.   Signs Permitted for Other than Single-Family Residential Use. Permitted and conditional uses and legal nonconforming uses shall be permitted.
         (1)   Building Signs. One wall sign per establishment not to exceed 12 square feet.
         (2)   Freestanding Signs. One ground sign per street front.
            a.   Not to exceed 16 square feet.
            b.   Not to exceed eight feet in height.
            c.   May be illuminated.
   3.   District Regulations for the R-7 District. Only signs as listed hereinafter shall be permitted and subject to the regulations set forth in the R-7 Multi-Family Residence zoning district as established and set forth in Chapter 165 of this Code of Ordinances.
      A.   General Regulations. Signs are permitted and regulated in the district as specified in Section 166.27(2) above, subject to the following modifications.
      B.   Multiple-Family Dwelling Signs. One building sign or one freestanding sign but not both, is permitted per street front as regulated herein. Signs may be illuminated.
         (1)   Building Signs. Shall be a wall sign not to exceed 32 square feet.
         (2)   Freestanding sign. Shall be a ground sign.
            a.   Not to exceed 32 square feet.
            b.   Not to exceed eight feet in height.
   4.   District Regulations for C-ORS District. Only signs as listed hereinafter shall be permitted and are subject to the regulations set forth in the C-ORS zoning district as established and set forth in Chapter 165 of this Code of Ordinances.
      A.   General Regulations for the C-ORS District. Signs for residential and other uses are allowed as permitted and regulated in Section 166.27(3) above, subject to the modifications stated herein.
      B.   For Nonresidential Uses. The allowable total surface area of all permitted signs for each lot shall be calculated according to the criteria in this Section 166.27(4)(B). Signs may be illuminated.
         (1)   Total Allowable Surface Area. The total allowable surface area permitted on each lot frontage shall be equal to the surface area for building and freestanding signs as specified herein.
         (2)   Building Signs. Total building sign area for any wall shall not exceed 15% of the wall area on which the signage is located. No projecting signs permitted.
         (3)   Freestanding Signs. One ground sign is permitted.
            a.   Not to exceed 32 square feet.
            b.   Not to exceed ten feet in height.
   5.   District Regulations for C-2 Districts. Only signs as listed hereinafter shall be permitted and subject to the regulations set forth in the C-2 Neighborhood Convenience Commercial Zoning Districts as established and set forth in Chapter 165 of this Code of Ordinances.
      A.   General Regulations for the C-2 Districts. Signs for residential and other uses are allowed as permitted and regulated in Section 166.27(4) above, subject to the modifications stated herein.
      B.   For Nonresidential Uses. The allowable surface area of all permitted signs for each lot shall be calculated according to the criteria in this Section 166.27(5)(B). Signs may be illuminated.
         (1)   Total Allowable Surface Area. The total allowable surface area permitted on each lot frontage shall be equal to the surface area for building and freestanding signs as specified herein.
         (2)   Building Signs. Total building sign area for any wall shall for each street frontage shall not exceed 15% of the wall area on which the signage is located. No projecting signs permitted.
         (3)   Freestanding Signs. One ground sign shall be permitted for each lot street frontage. The maximum total surface area, setback, and height for all such signs shall not exceed the dimensions given below for each lot for each street frontage:
            a.   40 square feet if set back 10 feet with a height not to exceed eight feet;
            b.   50 square feet if set back 20 feet with a height not to exceed 10 feet; or
            c.   80 square feet if set back 30 feet with a height not to exceed 12 feet.
   6.   District Regulations for the C-R, C-3, C-4, and CPR Districts. Only signs as listed hereafter shall be permitted and subject to the regulations set forth in the C-R Commercial Recreational, C-3 Highway Commercial, C-4 Central Service and CPR Center Point Road Corridor Zoning Districts as established and set forth in Chapter 165 of this Code of Ordinances.
      A.   General Regulations for the C-R, C-3, C-4, and CPR Districts. Signs for residential and other uses are allowed as permitted and regulated in Section 166.27(5) above, subject to the modifications stated herein.
      B.   For Nonresidential Uses. The allowable surface area of all permitted signs for each lot shall be calculated according to the criteria in this Section 166.27(6)(B). Signs may be illuminated.
         (1)   Total Allowable Surface Area. The total allowable surface area permitted on each lot frontage shall be equal to the surface area for building and freestanding signs as specified herein.
         (2)   Building Signs. Total building sign area shall not exceed 15% of the wall area on which the signage is located. One projecting sign for each establishment’s street frontage shall be permitted. Projecting signs shall comply with Section 166.11(6)(D).
         (3)   Freestanding Sign Surface Area, Setback and Height. One freestanding sign shall be permitted for each lot street frontage unless the conditions set forth in Section 166.27(6)(C) are present. The maximum total surface area, setback, and height for all such signs shall not exceed the dimensions given below for each lot for each street frontage.
            a.   Ground Signs. For ground signs, the maximum total surface area, setback and height for each ground sign shall not exceed the below stated criteria:
               i.   60 square feet if set back 10 feet with a height not to exceed 10 feet;
               ii.   80 square feet if set back 20 feet with a height not to exceed 12 feet; or
               iii.   100 square feet if set back 30 feet with a height not to exceed 15 feet.
            b.   Pole Signs in C-R, C-3, C-4 and CPR-3 Zones. For each pole sign, the maximum total surface area permitted shall be 100 square feet and the maximum height shall be 28 feet.
            c.   Pole Signs along I-380. For each pole sign located on property zones as C-R, C-3, C-4, and CPR with frontage directly along the I-380 right-of-way, the maximum total surface area permitted shall not exceed 400 square feet and the maximum height shall not exceed 50 feet. These permitted pole signs must be located within 50 feet of the I-380 right-of-way.
      C.   Lots with Frontage Exceeding 300 Feet.
         (1)   Freestanding Signs. One freestanding sign shall be permitted for each 150 feet of frontage for lot frontages which exceed 300 feet. The additional freestanding signs allowed by this section shall be ground signs. Total allowable sign areas for the applicable zone and sign type shall not be exceeded. Sign separation distances shall comply with Section 166.11(9). This exception does not apply to I-380 frontage.
   7.   District Regulations for C-WH, I-1 and I-2 Districts. Only signs listed hereinafter shall be permitted and subject to the regulations set forth in the C-WH Commercial Warehouse, I-1 Restricted Industrial and I-2 General Industrial Zoning Districts as established and set forth in Chapter 165 of this Code of Ordinances.
      A.   General Regulations for the C-WH, I-1 and I-2 Districts. Signs for residential and other uses are allowed as permitted and regulated in Section 166.27(6) above, subject to the modifications stated herein.
      B.   For Nonresidential Uses. The allowable surface area of all permitted signs for each lot shall be calculated according to the criteria in this Section 166.27(7)(B). Signs may be illuminated.
         (1)   Total Allowable Surface Area. The total allowable surface area permitted on each lot frontage shall be equal to the surface area for building and freestanding signs as specified herein.
         (2)   Building Signs. Total building sign area shall not exceed 15% of the wall area on which the signage is located. One projecting sign for each establishment’s street frontage shall be permitted. Projecting signs shall comply with Section 166.11(6)(D).
         (3)   Freestanding Signs. No more than one ground sign shall be permitted for each lot street frontage. The maximum total surface area, setback, and height for all such signs shall not exceed the dimensions given below for each lot for each street frontage:
            a.   60 square feet if set back 10 feet with a height not to exceed 10 feet;
            b.   80 square feet if set back 20 feet with a height not to exceed 12 feet; or
            c.   100 square feet if set back 30 feet with a height not to exceed 15 feet.
      C.   Lots with Frontage Exceeding 300 Feet.
