12-4-5: ENGINEERING DRAWINGS AND SPECIFICATIONS:
   A.   General Requirements: The subdivider shall cause engineering drawings and specifications to be prepared for all improvements required or regulated by this title. The improvements shall be designed to conform to the minimum standards set forth in this title and shall also conform to the minimum standards and requirements of other local, state, and federal authorities which have jurisdiction over the subdivision. Engineering drawings and specifications shall be prepared under the supervision of an engineer licensed pursuant to the laws of the state of Illinois and shall bear the engineer's seal and signature.    B.   Plan Review And Inspection Fee: The cost incurred by the village for review of engineering drawings and specifications by the village engineer, and inspection of the improvements by village staff or the village's designated representative, shall be paid by the subdivider as provided in section 12-3-4 of this title.    C.   Submission Of Engineering Drawings And Specifications:
      1.   Subdividers shall furnish the village engineer three (3) sets of engineering drawings and specifications. The subdivider shall also submit stormwater drainage calculations, design analyses, and other such supporting documentation as the village engineer may deem necessary for review of the engineering drawings.
      2.   The village engineer shall complete his review of these documents within three (3) calendar weeks of their receipt.
      3.   Subdividers may also submit additional copies of the engineering drawings for the purpose of obtaining copies of executed engineering drawings, pending village engineer approval. The additional copies of the engineering drawings shall remain the property of the subdivider.
      4.   Subdividers shall also furnish the village engineer an erosion and sedimentation control plan showing measures necessary to meet the objectives of this title throughout all phases of construction and permanently after completion of development of the site.
   D.   Review Facilitating Commencement Of Construction:
      1.   The subdivider shall submit engineering drawings and specifications to the village engineer for review prior to the commencement of construction of any improvements required or regulated by this title. The village engineer shall review engineering drawings and specifications for conformance to this title.
      2.   Approval of the engineering drawings and specifications shall be formalized by a letter from the village engineer to the subdivider expressing said approval. After receipt of this letter by the subdivider, commencement of construction shall be considered permissible. Construction performed prior to approval of the final plat shall, however, be at the risk of the subdivider.
      3.   The engineering drawings and specifications shall be executed at the next regular village board meeting by the village engineer, mayor and the village clerk. See subsection H of this section for the engineering drawings and specifications approval certificate form.
   E.   Review Facilitating Final Plat Approval:
      1.   The subdivider shall submit engineering drawings and specifications to the village engineer for review as a requisite of final plat approval. The village engineer shall review engineering drawings and specifications for conformance to this title.
      2.   Approval of the engineering drawings and specifications shall be formalized by a letter from the village engineer to the subdivider expressing said approval.
      3.   The engineering drawings and specifications shall be executed at the next regular village board meeting by the village engineer, mayor and the village clerk. See subsection H of this section for the engineering drawings and specifications approval certificate form.
   F.   Documents To Public Works Superintendent: The subdivider shall also furnish the village public works superintendent two (2) sets of engineering drawings and specifications prior to commencement of any construction operations.
   G.   Specifications And Required Documents: The drawing sheets shall be twenty four inches by thirty six inches (24" x 36") or an approved alternate size. The minimum graphic scale shall be one inch equals one hundred feet (1" = 100'), or other scale as authorized by the village engineer. Lettering shall be at least one-tenth inch (1/10") in height for full size prints. The drawings shall include the following items as required for the particular development:
      1.   Cover sheet depicting the project location and the engineer's seal and original signature; also, the engineering drawings and specifications approval certificate. See subsection H of this section for the engineering drawings and specifications approval certificate form.
      2.   Topographic map showing existing contours and spot elevations and proposed contours and spot elevations related to national geodetic vertical datum of 1929 or 1988, as indicated (mean sea level) with a contour interval not greater than two feet (2').
      3.   Grading plan, with proposed contours and any surface drainage components.
      4.   Street plan with typical sections.
      5.   Street profiles.
      6.   Storm sewer plan.
      7.   Storm sewer profiles.
      8.   Sanitary sewer plan and service tees and/or wyes.
      9.   Sanitary sewer profiles.
      10.   Water distribution plan, including valves, hydrants, fittings, and services.
      11.   Details, general notes, benchmarks, and complete construction details.
      12.   A traffic control plan shall be included in the site engineering plans for all subdivisions. Barricades and lighting and other traffic control measures shall be provided, as necessary, during construction, in accordance with the "Manual On Uniform Traffic Control Devices", latest edition.
   H.   Certificate Of Approval: The following certificate shall appear on the cover sheet of the engineering drawings for the subdivision:
   APPROVAL BY THE VILLAGE OF HEYWORTH
THE DRAWINGS AND SPECIFICATIONS FOR       
HAVE RECEIVED A RECOMMENDATION FOR (APPROVAL) (DISAPPROVAL) BY THE VILLAGE ENGINEER.
