The city reserves the right to require the prospective electrical energy customer to execute a service contract specifying and setting forth the obligations of the parties pursuant to the city's electrical policy, adopted from time to time by the city council. Such contract will provide for compensation necessary to justify the city's investment in service facilities. (Ord. 281, 1-11-1984)
