Any person who shall use water from the low pressure irrigating system of the city in violation of any of the provisions of this chapter or of its rules and regulations otherwise established by the city relating to the same duly enacted by the council, or who shall break any lock or seal placed on any valve or head gate by the city, shall be guilty of a misdemeanor.
