Where low pressure irrigation is delivered in open ditches, the same charge shall be made as provided hereinabove. lt shall be delivered to the user by water master appointed by the city in accordance with the schedules of delivery established by the water master, and no water shall be delivered or used until the fee therefor has been paid.
