3-2-3: RULES AND REGULATIONS:
The following regulations shall apply to and govern the use of water from the low pressure system of the city:
   A.   The city shall have the right to place a seal or other locking device on the valve in the service connection at the close of each irrigating season. The valve, locking device or seal shall not be removed, except by a duly authorized city employee. After the water user has paid for the use of the water in advance of the irrigation season, the city will remove the seal or locking device on the valve.
   B.   Each water user shall furnish pipe and valve as required for service and provide for connection at his own cost and expense. The city will provide a service valve at the expense of the water user, payment for which must be made in advance, together with any cost for necessary excavation for installation of same. But the actual connection between the service line and the city main, at the city valve, shall be made only by a city employee.
   C.   No person shall permit, suffer or allow water from the low pressure system to run into the streets or alleys of the city or otherwise to flow onto the property of another, without the permission of the owner of such property. The city shall have the right to discontinue service to any person who wastes water in such a manner as above described. (Ord. 332, 3-27-1991)
