The charge for the service of irrigation and/or sprinkling water shall be set by resolution of the city council from time to time. This charge shall be accounted for as any other account due and payable to the city. If the charge is not paid by the first of the calendar year, following the season with which it is used, the city shall disconnect the service from the main and said account shall be paid in full plus a labor and material charge for both the connection and disconnection prior to continuation of service.
