The council shall appoint a planning and zoning commission 1 to carry out the provisions as herein specified. The commission shall receive and make recommendations on all subdivision applications.
In the event the commission fails to act or carry out its responsibilities according to the regulations contained herein, the council shall assume all the duties of the commission as herein specified in relation to the application concerned. (1982 Code)
