If at any time prior to the time fixed for sale, the owner of any animal or fowl seized as above provided, shall claim such animal or fowl, he shall be entitled to possession thereof upon payment in cash to the city clerk in advance of such sum as herein provided for the legal charge of impounding and any expense related thereto.
