The responsibility for compliance with all provisions of this chapter shall rest upon the head of the household at which a dog is being kept or harbored whether the ownership of such dog is claimed by a person residing in said household. The parents or guardians of minor children with whom said minor children are residing shall be deemed to be the owners of the dog of a minor child residing with them for purposes of this section. A husband and wife or two (2) or more adults living together may be jointly charged as heads of the household where a dog is kept or harbored if they fail to comply with their obligations under this chapter.
