5-2-5: STANDARDS FOR BURNING:
   A.   Permit Required: No person shall conduct burning within the provision of section 5-2-4 of this chapter on or in any public street, alley, road or other public ground without a permit or other proper authorization. (1982 Code)
   B.   Approved Burning: With respect to subsection 5-2-4E of this chapter, it shall be unlawful for any person to burn or cause to be burned any trash, lumber, leaves, straw, papers or any other combustible material outside of any building districts of the City from the period of June 1 of each year to October 31 of each year, without first obtaining a permit from the City Administrator stating when such burning shall be done and under such proper safeguards as the City Administrator may direct.    C.   Attendance Of Open Fires: All open burning shall be constantly attended by a competent person until such fire is extinguished. This person shall have a garden hose connected to the water supply or other fire extinguishing equipment readily available for use. (1982 Code)
   D.   City Administrator May Prohibit: The City Administrator or his agent may prohibit any or all open burning when atmospheric and other conditions or local circumstances, in his opinion, make such fires hazardous to health or property.
