5-1-5: SAFE AND SANE FIREWORKS PERMIT:

No person, without having a valid safe and sane fireworks permit issued pursuant to terms and conditions set forth in this chapter, shall import, export, possess for the purpose of sale, offer for sale or sell any safe and sane fireworks for any use or purpose. (1982 Code)
