A Board of Appeals is hereby authorized to be established. The word "Board" when used in this Chapter shall be construed to mean the Board of Appeals. The Board shall consist of seven (7) members appointed by the Village President, by and with the consent of the Board of Trustees. The members of the Board shall serve respectively for the following terms, or until their respective successors are appointed and qualified: one for one year; one for two (2) years; one for three (3) years; one for four (4) years; one for five (5) years; one for six (6) years; and one for seven (7) years. One of the members of the Board shall be designated by the Village President, with, the consent of the Board of Trustees, as chairman of the Board and shall hold his office as chairman until his successor is appointed. The chairman may administer oaths and compel the attendance of witnesses. The Village President shall have the power to remove any member of the Board for cause and after a public hearing. Vacancies upon the Board shall be filled for the unexpired term of the member whose place has become vacant in the manner herein provided for the appointment of such member.
