A planning commission is hereby authorized to be established. The planning commission shall consist of five (5) members appointed by the village president and with the consent of the board of trustees. The members of said planning commission shall serve respectively for the following terms, or until their respective successors are appointed and qualified: one for a one year term; one for a two (2) year term; one for a three (3) year term; one for a four (4) year term and one for a five (5) year term. The successor to each member so appointed will serve for a term of five (5) years if appointed to fill an expired term. The respective terms set forth herein shall expire on April 30 of each year. Vacancies upon said planning commission shall be filled for the unexpired term of the member whose place has become vacant in the manner herein provided for the appointment of such member. One of the members of said planning commission shall be designated by the village president, with the consent of the board of trustees, as chairman of the planning commission, and shall hold his said office as chairman until his successor is appointed. Such chairman, or in his absence the acting chairman, may administer oaths and compel the attendance of witnesses. The village president shall have the power to remove any member of said planning commission for cause and after a public hearing.
