The method for computation of rates and service charges established for user charges in §§ 51.42 through 51.46 shall be made available to user within 15 days of receipt of a written request for such. Any disagreement over the method used, or in the computation thereof, shall be remedied by a third party selected by both parties within 90 days after notification of a formal written appeal outlining the discrepancies.
