§ 130.23  PUBLIC DRINKING.
   A person commits the offense of public drinking when:
   (A)   He or she has in his or her possession any intoxicating liquor, except in the original package or container with the seal or container unbroken.
   (B)   As the owner or owners of any place of public accommodation, restaurant, or café, permits or allows persons in said place to have in their possession any intoxicating liquor, except in the original package or container with the seal or container unbroken.
